Chickens, Eggs, and Salvation
Which came first, the chicken or the egg? That's a common question for situations that require two cause and effects that depend on each other.
It's also for those who think linear without seeing the whole picture.
Obviously, God made the chicken (hen and rooster!) and then the egg brought out the chick in chicken.
Although, I can't say that definitively, because God could have created a couple of eggs and let them be the first as they hatched. I mean, this is God we are talking about. His call. His choice.
Regardless, however it started, God is the author and giver of life — chicken life, and ours.
And God is the author and giver of salvation, and justification.
For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved.

So, which came first?
Yes.
Salvation and justification.
And salvation.
What the heart sees, the mouth speaks. As the mouth speaks, the heart believes.
Does one happen without the other? I guess it could, otherwise, why would Paul say it this way? But, the chicken and the egg are forever teamed up; one needs the other
The heart believes it — justified. The mouth says it — saved.
The mouth says it — saved, only if the heart believes it, and the person is justified before God.
Seen by God just as if I'd always been this way. Just as if I'd never sinned. Just as if I'd known all along that God has saved me because of Jesus Christ.
God made the heart to believe and the mouth to confess.
Which came first?
It only matters that God did!
